Originally, the project was to become a vacation/spa/rehabilitation spot for important union members. The large complex consisted of about 5 primary buildings with several service buildings and a large park. Eventually, the then head of the Bulgarian Communist Party, Todor Zhivkov, claimed the property for himself and turned it into his own residence as well as a complex for his guests.

The residence complex has been in decay and exposed to vandalism since its closure in 1991. Lastly, in 2009, it was given to the National Security Agency to be used as training grounds but this was ultimately rejected as it was deemed too large to maintain.
