The School of Public Administration is part of an entire ensemble that Rolf Gutbier realized until 1971 on the site of Stuttgart's Jägerstraße. In addition to the school building it also includes an auditorium wing, an administration building (former Staatliche Sport-Toto GmbH) and a residential and gatehouse (meanwhile demolished).
The educational building forms the center of the complex. Following the topography, it extends up the slope over five floors and houses seminar rooms, teachers' rooms, a library and administration. Open staircases, break courtyards and bridges provide access to the various storeys in the outdoor space. The staggering of the floors creates roof terraces in front of the seminar rooms. The terraced structure is additionally emphasized by horizontal parapets and window bands.Â
In the interior, the wide and open staircase is particularly staged, acts at the same time as a connecting element for all floors and creates a communicative meeting space. The material mix is determined by exposed concrete with formwork patterns, stone materials, steel and glass. Large-format sculptures in the air space of the stair gallery and three-dimensional wall reliefs by the sculptor Wolfgang Klein are an integral part of the architecture.

The building is in a predominantly good state of preservation. Nevertheless, its future is uncertain. Reasons for this assumption are the coveted location of the property with low building density, lack of heritage protection, the unresolved subsequent use and financial challenges due to future redevelopment and restorations (last updated on February 7, 2023).
